 Founded in the wake of Winter Storm Uri, PowerHouse Texas emerged with a clear mission: to convene and cultivate leaders to ensure Texans have affordable, abundant energy. They work to bridge the knowledge gap between science, policy, and real-world grid operations, and in a state where energy is both an economic engine and a public necessity, that mission has never been more urgent. 

Born from Crisis: The Legacy of Winter Storm Uri 

 Winter Storm Uri was a turning point for Texas. The grid failure left millions without power, exposed vulnerabilities in the state’s energy system, and sparked a statewide conversation about reliability, resilience, and reform. 

 What began as a small effort to help policymakers understand the state’s energy ecosystem quickly grew into a statewide initiative. Legislators needed clear, accurate, and timely information, communities needed reassurance, and Texas needed leaders who could navigate the complexities of energy policy with confidence. 

 PowerHouse stepped in to fill that gap. 

 Today, the organization continues to provide responsive resources that help policymakers address challenges such as: 

• Grid reliability

• Infrastructure modernization

• Integration of new technologies

A Vision for a Next‑Generation Energy State 

 PowerHouse Texas envisions a world where Texas doesn’t just keep up with energy innovation, but leads it. If Texas is going to remain the nation’s energy powerhouse, it must invest in leaders who understand the full complexity of the state’s energy ecosystem. 

And that ecosystem is vast. It includes oil and gas, wind and solar, hydrogen, geothermal, storage, transmission, and emerging technologies that are still being tested. It includes regulators, utilities, grid operators, legislators, and millions of Texans who depend on reliable power every day. 

PowerHouse Texas brings these worlds together through education, collaboration, and nonpartisan dialogue.  

Five Flagship Programs Driving Energy Leadership 

 At the heart of PowerHouse Texas are five flagship programs designed to cultivate informed, capable, and forward‑thinking energy leaders at the Capitol. Each program tackles a different piece of the energy puzzle, creating a comprehensive pipeline for policy education. 

1. The Energy Policy Fellowship

This fellowship immerses undergraduate and graduate students in the fundamentals of Texas energy by enabling them to work at the Texas Capitol as a staffer for the duration of a full Legislative Session. The goal is for the fellows to gain hands-on experience in policymaking and the entire legislative process. Fellows learn directly from bipartisan members of the Texas House of Representatives and Senate, and also meet regularly with energy technology experts, researchers, and community stakeholders. 

2. The Energy Policy Advisory Council

This Council brings together leading researchers and practitioners from top energy institutes, universities, and research institutions across Texas with the goal of offering a well-researched, in-depth perspective on Texas’ energy landscape. It ensures that the organization’s work reflects the realities of Texas’s rapidly evolving energy landscape while delivering evidence-based facts on emerging technologies and solutions. 

3. The Energy Academy

The Energy Academy is a 12-week learning experience designed to equip legislative staff with comprehensive knowledge of the energy policy development process. In this free program, participants discuss cutting-edge technologies across Texas’ energy landscape and how to advocate for their implementation. 

4. The Texas Energy Tour

The Texas Energy Tours are a statewide initiative designed to give bipartisan lawmakers and their legislative staff a hands-on look at the real-world energy projects and innovations across Texas. Co-hosted by PowerHouse Texas and their sister organization, the Texas Energy & Climate Caucus, these tours allow participants to visit keystone energy regions with the intent to explore the latest in clean energy technologies while meeting with frontline communities to understand their impact and benefits.

5. Energy Innovation Forums

These forums bring together industry leaders, academics, policymakers and community advocates to discuss innovative energy technologies that have the potential to increase grid reliability while decarbonizing and spurring the Texas economy. They are an opportunity to highlight the challenges and possibilities of new technologies, and foster collaboration across sectors.
